The cache IS located at the posted coordinates. However, in order to log this cache as a find, you or your registered team name must have found at least 50 caches with the "dogs allowed" attribute. Previous finds count. Any "Found" logs that DO NOT qualify will be deleted. Here is a link to the challenge checker:
Geocaching.com requires owners of challenge caches to prove that they would qualify for their own challenge, and Project-GC tells me "sparkyfry has used Project-GC to see if they qualified for this challenge and they did. You have found 4502 caches of type 'Dogs'."
The St. Paul Challenge Series is intended to be a series of challenge caches that is accessible even to casual cachers. You could drive from cache to cache, but most caches are located 0.13 miles apart, so I recommend walking. I have attempted to place the caches in a logical order so that you can get them in numerical order with minimal street crossings. In a few instances, because of unsuitable geo-beacons, I had to put the cache on the opposite side of the street. I hope that you will forgive me.
