You're looking for a bison tube. You'll need to be on the lower level of the parking lot. The cache isn't exactly in front of the old store, it is a bit farther down in what looks to be a small pine tree. Look for the bigger bushes/pine trees and it's in the one second bigger pine to the end on the right.
