The monument you need to find is NOT at the posted coordinates, but as the visible waypoint (that of the Earth Cache). I offset the icon so the icon did not hide the Earth Cache 
The monument is dedicated to a Spanish-French Geodesic Mission to the Equator. The purpose of the mission was to establish the distance between degrees of longitude at the equator to better estimate the diameter of the earth at the equator.[more explanation and description to be added]
