In the 1860s, the deputy British consul in Haifa proposed building a railway from the city to Baghdad, passing through the Jezreel Valley, with a potential extension to Damascus.

In 1890, the Ottoman authorities granted permission to construct a railway line from Haifa to Damascus to Shukri Bey, a public servant, and Yusuf Elias, a Christian Lebanese engineer who worked for the Ottoman government. The Jezreel Valley railway proved to be highly profitable and became the most successful project of the Hejaz railway. Previously isolated areas like Afula, Tiberias, and Beit She'an began to develop, and tourism flourished around Tiberias, the Jordan River, and the Sea of Galilee.

By the 1920s, the railway primarily served to transport raw materials for construction. As the importance of the Jezreel Valley railway grew, it became an attractive target for criminal and terrorist groups. Initially, attacks were mostly limited to Bedouin raids, posing a minor nuisance. However, with the onset of the 1936–1939 Arab revolt in Palestine, organized attacks and bombings escalated, severely disrupting operations on the valley line and other lines in Mandate Palestine. Service on the Jezreel Valley line was discontinued in 1949. The Israel Railway made minor repairs along the route, but these were insufficient to allow trains to run between Haifa and Afula.
