The 20th Rest n' Peace cache is an offset, necessitated by the fact that the cemetery itself is located on the grounds of the Rockview State Correctional Institution. DO NOT ATTEMPT TO ACCESS THE ACTUAL CEMETERY! IT IS OFF-LIMITS! The cache itself is located along a lovely sidewalk in the newly developed Rt 150 interchange light industrial park. While getting to the cache you'll undoubtedly be able to see the large prison complex, but there's no need to worry as you'll be on fully public, fully accessible land the entire time (and will be right near the local police barracks ta boot!)
Whenever an inmate passes away, the family (if any) is contacted about retrieval of their body, but sometimes there is no one available or willing. These souls, having paid their final dues are then interred by their captors, and at Rockview SCI they have a cemetery on the property, about 3000' south of the cache location. The very first prisoner executed by electric chair in PA, John Talap d.1913, was one such person and now is interred within sight of the building where he breathed his last. The grounds have been in use for at least 110 years, and are clearly seen on the 1938 aerial photographs of the area.
I reiterate again, DO NOT TRY TO ACCESS THE ACTUAL CEMETERY. The cache is located at the end of a cul-de-sac on Progress Drive, right across from a Cleveland Bros. plant. It's a beautiful area with many planted trees and sidewalks, but the looming spectre of the prison nearby does cast a bit of a pall on the area. Still, it is a final resting place for some, so be respectful when making the find.
