This cache is a small container in Silver Mine Park. Visit the Veterans Memorial Flagpole near the road (posted coordinates). Examine the bricks and the words on them. Then head into the woods (there's a trailhead behind the pavilion; there's no need to bushwack) to find the small container under a rock. The location is along a trail and at roughly the same elevation as parking. It is not far.

To find north's xxy, find the brick that mentions a POW. You noticed the POW flag on the flagpole, right? The middle line on the brick mentions the POW experience in three words. Count the letters in each word in the line separately. Think of that as yxx. Reverse them to get xxy. That's the end of the north coordinates.
To find west's abc ...
a: Consider the top middle brick that says "Dedicated to " ... "We Thank You". a is the number of words in the ... (the people this is dedicated to and who are thanked).
b: One brick has only one word. b is the number of letters in that word.
c: One brick honors three sons. c is the number of words on that brick.
