The lonely, nondescript windowless building next to the cache here was built in 2013 and it wasn't until a decade later that some other office buildings opened around it. The original tenant, probably unchanged since it was built, is an institute and laboratory which tests the reliability of electronic products, though there are few signs of activity in the building or grounds other than the regular grass trimming.
For the last few years the building has been surrounded by construction sites, which won't change for at least a couple more years, but several of the new buildings in the wider area are nearing completion or already opened as of July 2024.
Possibly intentional (and certainly so in the newer developments) but for the older buildings more likely a happy accident resulting from the relatively small plot sizes in this northern section of the wetland park offices is an aherence to a fairly open and permeable design, so it's possible to walk around between the blocks and buildings.
