A little history
On July 9, 1984, United States President Ronald Reagan signed into law Presidential Proclamation 5219. This law proclaimed that July would be celebrated as National Ice Cream Month and that the third Sunday in July would be recognized as National Ice Cream Day. Although initially applying only to 1984, it probably comes as no surprise that these designations have continued to be celebrated through current times.
Clean dirt?
My mother tells me that when I was a child, I used to ask for "clean dirt" all of the time. Apparently to my disappointment, it took her awhile to understand that what I wanted was some ice cream. It took even longer for her to figure out that "clean dirt" was my way of asking for "ice cream dessert."
Finding the container
Less than four dozen people have served as President of the United States. To determine the final coordinates for this cache, determine which president that Ronald Reagan was. Then subtract that number from the decimal portion of both the latitude and longitude of the posted coordinates.

Your best time to search for the cache (for a couple of reasons) is when the establishment is open. However, your next best guidance is to only search during daylight hours.
