The cache is not at the posted coordinates but is in the park. This is a park named after Jim Fouché. Jacobus Johannes "Jim" Fouché was born just before the Boer War and served as the second state president of South Africa from 1968 to 1975. Given that he was with the National Party, it's surprising that his name remains afflilated to the park as well as nearby schools in the current political climate.
A furrther interesting story is that he was not supposed to be president. He served as minister in 3 different departments and Theophilus Ebenhaezer Dönges was supposed to replace CR Swart as state president but he died before he was inaugurated. His assumed deputy, Tom Naudé acted in his stead until Fouché was officially inaugrated.

This is a cache placed as part of the Bombastic Bloem Braai. An attempt to attract cachers to Bloemfontein by releasing 100 new caches on a day prior to a braai. Could there be anything more Bloemfontein?
