The cache is not at the published coordinates.

State sanctioned gambling in the form of various lotteries is popular.  You hold the "winning" ticket and you can claim a "prize."   That's the prevailing narrative pitched to the public.  What if the state had a lottery that few wanted to win? What would that look like?  Here's a "winning" ticket! So, it may look like this.  Congratulations, Buddy! 

 

 

 

Well, this "prize" was not enthusiastically received by all of the lucky winners.





 

 

 

 

The United States Army held its first active lottery to gather men for compulsory conscription in a war it was waging in Southeast Asia.
