I found a hide like this at a Wal-Mart in Iowa near Sioux City last year. I thought it was an ingenious way to hide a cache. You're looking for a keychain pill tube (aka a bison tube). You should be able to park within a foot of the hiding spot, but it isn't that Lamp Post Skirt. There's a reason for the slightly higher difficulty! Terrain should be accessible by wheelchair, but I put it at 1.5 terrain, as I wasn't sure retrieval of the cache would be too easy for those in a wheelchair. I put the 'Teamwork Cache' tag on, but you may be able to retrieve it on your own (I hid it with no help, but the original cache I found also said this could need teamwork).
