This is the Ballarat-Carngham Road, Highway/Road number C296. It starts out near Beaufort, heads through Carngham and then the suburbs of Alfredton and Winter Valley in Ballarat itself.
This cache is preformed tube and at GZ there is plenty of room to pull off the road.
