There are lots of 'roads to nowhere' and new homes here in this area.  I suspect some of the roads will eventually become thoroughfares, but until they do, It makes a great place to hide a cache.  This one has a higher difficulty rating because it may require some effort on your part to remove it from it's hiding place.  If all else fails, check the hint, it may help you identify the "special tool required' mentioned in the attributes.
