Vila Lac 3 is the residence of the Romanian president. The official presidential palace is the Cotroceni palace in the southern part of the city. However the president lives in a villa called Vila Lac 3 which is the reason why you cannot continue your walk by the shoreline below the cache. Nearby, at the end of Strada Dante Aligheri you can also find Vila Dante, which is the residence of the Ambassador of USA.
The buildings Vila Lac 1-3 were built in 1962, during the period when Gheorghe Gheorghiu-Dej was the Communist leader of Romania. During the communist period this part of the city was reserved for the communist elite, and ordinary citizens could not enter the area. Nowadays it is another kind of elite that lives here, but anyone can walk the streets.
It is not possible to reach the cache from the street above. The entrance to the park is in the corner of Bulevardul Mircea Eliade and Strada Ivan Turgeniev. The cache is situated almost as close as you can get to the villa (unless you are a friend of the president), but you will not be able to see the building itself.
