Kentucky State Reformatory
The Kentucky State Reformatory (KSR) campus is a historic prison complex that has stood the test of time while witnessing significant changes in Kentucky’s correctional system. This location has housed multiple correctional facilities, each with its own story, and today, it finds itself in a state of transition as the Commonwealth moves toward modernizing its prison infrastructure.
A Campus of Confinement: The Three Prisons
The Kentucky State Reformatory campus is home to three distinct correctional facilities:

Kentucky State Reformatory (KSR) – Originally established in 1940 to replace the outdated and overcrowded Kentucky State Penitentiary in Frankfort, KSR was built as a progressive institution designed to focus on rehabilitation rather than just punishment. It has served as the state’s primary medium-security prison, housing thousands of inmates over the decades. However, after years of wear and growing concerns over maintenance costs, the state has announced that KSR will be closing, marking the end of an era.

Roederer Correctional Complex (RCC) – Located on the same campus, RCC serves as Kentucky’s main intake and classification center for male inmates. When prisoners enter the Kentucky correctional system, they often pass through Roederer first for evaluation before being assigned to a long-term facility. RCC also houses a permanent population of minimum- and medium-security offenders and has played a crucial role in reentry and rehabilitation programs.

Luther Luckett Correctional Complex (LLCC) – Named after Dr. Luther Luckett, a pioneer in correctional rehabilitation, this medium-security prison operates separately from KSR but shares the same historical grounds. LLCC has gained some notoriety in pop culture, as it was once home to a prison documentary Shakespeare Behind Bars.
The Closure of KSR: The End of an Era
After nearly 90 years in operation, Kentucky State Reformatory is being decommissioned due to the increasing costs of maintenance and the limitations of its aging infrastructure. The facility, designed in an era when prison reform was taking its first steps, now struggles to meet the demands of modern correctional needs. The state has opted to phase out the prison, with its inmates being relocated to newer or expanded facilities across Kentucky.
Other interesting tidbits:
Reformatory Lake is a 59 acre man-made lake created by damming a nearby creek and was designed to be a water source for the prison. You can fish on the lake, but boats are not allowed.
Ironically, the county holds a large 4th of July celebration with a gigantic fireworks display over the lake celebrating our country's freedom....
In the 1980's and 90's, OCHS lockdowns were a common occurrence when a prisoner or two would escape every now and then.
And lastly, the Kentucky Correctional Institution for Women (KCIW), a multi-custody female prison, is also located in Oldham County in Pewee Valley, Kentucky.
