Cache Class: Mystery at the Pier Mystery Cache

The cache is not hidden at the coordinates. This is a puzzle to solve at home, and a real computer might be helpful.

The Cache Class series are beginner friendly caches in a variety of styles, to help cachers recognize different hides, direct from the TUBAZONE.
Mystery Caches sometimes require a field puzzle that needs to be solved at the coordinates given, or a puzzle to be solved at home, like this one! 
This cache uses a Keyword or Substitution Cipher. (hint: you can find keyword solvers on the internet)

Solving instructions follow: To create a substitution alphabet from a keyword, you first write down the alphabet. Below this you write down the keyword (omitting duplicate letters) followed by the remaining unused letters of the alphabet. In our example we will use the word KEYWORD

For example, if we wanted to say 'I love Geocaching" we take out the spaces, and it becomes: BGJTODOJYKYABI

To decipher the clue, you find the letter in the top row that corresponds to the letter in the clue, and write it above the clue. I would write an I above the b, and an L above the g, O above the j, and so on.

This Geocache:So now we'll use a different keyword cipher alphabet to provide our co-ordinates for the Cache Class Mystery geocache, you NORMALLY have to work out what that keyword is, then the rest of the letters and use this sequence to decipher the message. But thanks to the good folks at TUBAZONE, the word is obvious. Remember we have removed all the spaces between words ;-) I recommend doing this with pencil and paper!
