This area in particular is part of the Black History of Winchester. Ruth's Tea Room (formerly located at the corner of E. Cecil and S. Kent Streets) was named for the original owner, Ruth E.P. Jackson. It opened in 1925 and was managed by Ruth until her death in 1953.
