ALL POINTS BULLETIN - WANTED FUGITIVE - CECILIA KASS

Ms. Kass has been on the run from the Federal Bureau of Investigation, the Central Intelligence Agency, the Department of Homeland Security, and even the Men In Black since evading law-enforcement in 2020.
She is wanted for Possession of Stolen Technology and Espionage.
All other information pertaining to Cecilia Kass is considered Top-Secret and is distributed on a Need-To-Know basis.
The following is copied from an old-style telegram transmission we picked up today from Cecilia Kass and it is directed to our currently Missing Agent Richard Merkin, care of M.I.B. Headquarters:
Although this correspondence may seem friendly in nature, her direct involvement in the disappearance of Agent Merkin or her possible involvement as an accomplice can not be ruled out considering all of the bizarre incidents currently taking place.
Ms. Kass could be seeking retribution against Agent Merkin over our Agency's past involvement in a situation she got herself into. The matter did not end on mutual terms and is still considered "unresolved".
Ms. Kass may be in the area if she is also searching for Agent Merkin. We can tell you that her "attire" is not what you would expect and it is likely that she will have a "go-bag" with some basic personal items stashed in order to blend more easily with civilians when necessary. If we can locate her belongings we will greatly increase our chances of apprehending Ms. Kass. If you should make such a discovery, please do not sift through any items. We must not risk contaminating any evidence. Simply report it's location on your app and we will send a special unit to investigate further.
Our apologies for keeping access to the history of this suspect restricted but it is not our call.
Cecilia Kass should absolutely not be approached and is definitely considered armed and dangerous.
