Klaipėdos miesto vykdomasis komitetas 1949 m. lapkričio 15 d. priėmė sprendimą „Dėl miesto kultūros ir poilsio parko atidarymo“. Nuo lapkričio 1 d., t. y. atgaline data, pradėti parko kūrimo darbus 20 ha plote, „miesto stadiono rajone” (nurodant, kad visus darbus privalu baigti iki 1950 m. gegužės 1 d.), pavesta Kultūrinio švietimo skyriaus vedėjui Teterinui. 1950m. kovą vykdomasis komitetas priėmė sprendimą (jame minima, jog parkas įkurtas taip pat remiantis 1948 m. gegužės 20 d. LTSR ministrų tarybos sprendimu) dėl papildomos dotacijos parko kūrimo darbams skyrimo.

On 15 November 1949, the Klaipėda City Executive Committee adopted a decision “On the Opening of the City Culture and Recreation Park”. From 1 November, i.e. retroactively, the head of the Cultural Education Department, Teterin, was tasked with starting work on the creation of the park on an area of 20 hectares, “in the city stadium area” (indicating that all work must be completed by 1 May 1950).[3] In March 1950, the Executive Committee adopted a decision (which also mentions that the park was established on the basis of the decision of the Council of Ministers of the LSSR of 20 May 1948) on the allocation of an additional grant for the creation of the park.
