Here’s the scoop (pun intended!):

In 1984, Senator Walter Dee Huddleston of Kentucky introduced a resolution to proclaim the month of July 1984 National Ice Cream Month and President Ronald Reagan signed the bill into law the same year. Even though the bill only specified that July 1984 was National Ice Cream Month, this delicious tradition carries on! In the proclamation, President Reagan called for all people of the United States to observe events with “appropriate ceremonies and activities”, so let’s do our civic duty and comply with his request!
