Step 1: At the posted coordinates, you'll see a sign with the name of the library on it. Use the following to get the stage 2 hint with this key: (line, letter) C 2,9 1,6 1,3 *space* C 2,9 T 2,9 1,10 1,5 G *space* T-Z (some letters are given)
Step 2: Use the "Stage 2" waypoint to get to the next stage. The info on the paper will give you a hint to find the final cache.
Step 3: Head to the "Final Location" waypoint and use the hint you got in stage 2 to help find the cache.
