The HAGs
These are the folks working behind the scenes for the 3 months leading up to the release of HAG caches and then a month after to decide who's cache gets a trophy. Not an easy task, but it has been made a lot simpler by spreading the trophies around instead of awarding them to just one cacher. The HAGs also find time to place caches.
