Like Lillie's Cache and Hilaire's Cache, Lucien's Cache is a tribute to the great WPA murals of the 1930's. In this case, an impressive work done by Lucien Labaudt. Once you've found the cache site and the mural, you'll need to look for the scene pictured here:
