This cache is on a peak which separates Sabre Springs (which is part of the city of San Diego) and Poway - thus, 'On the Border'. It is on a well maintained biking/hiking trail system which extends from Penasquitos Canyon, through Sabre Springs, and into Poway. I've heard that the trail system extends all the way to the 67, but haven't yet ridden it that far!
If you wish to just find the cache quickly, you'll want to find a spot to park in either Sabre Springs or in Poway near the trail system, which will allow for just a half mile hike or so, but it will be uphill. It's suitable for kids and for bikes. I won't spoil the starting locations for you!
I'd like to provide a nice mountain biking option for you as well, which I highly recommend. Park on the street at N32° 56.659 W117° 05.639 where a gate leads to a trail which crosses Penasquitos Creek, then wanders for about one and a half miles past the Tanker Tanker cache and onward to 'On the Border'. If you're ambitious, on your return trip you could continue on to Dam Poway and Turtle Gorge and make it a four cache day. Enjoy!
