DMFduo: I stopped by tonight and wow, it's amazing how far the renovations have come down. Unfortunately, the concrete slabs have shifted and the cache would presumably be underneath them. This area has become too dangerous to hold a cache and it will be renovated soon. It's appropriate to archive this cache until all the work is done and a new cache is placed.
You can still get within 10 feet of where the cache was and then continue North to the beautiful part of Riverside park. Please stay on the path though.
