Geocache Description:

This is the third of the Kennewick City Park caches.
Solve the puzzle, find the cache, but most important, have fun.

This is a film canister size microcache.
I am calling this an offset puzzle multi-step cache because unlike a multicache you do not have to drive from location to location. The whole cache is found within the park, and each 'leg' is only around 1/10th of a mile or so. Not counting computation time the 'route' between points can be walked in less than 5 minutes.
Just bring your thinking cap and a sharp pencil.

Steps
 1) At the coordinates above find a phone number. (stage1)
 2) Fill in the numbers below to decrypt the necessary coordinates.
 3) Subtract ((A+G)*E) from the given Latitude.
 4) Add CF+BJ to the given Longitude.
 5) At this new Lat/Long you should find a 'map'. (stage2)
 6) Go to the 'sign post' for #HA on the 'map'. (stage3)
 7) Add BHJ-I to the Latitude at the 'sign post'.
 8) Add AD to the Longitude at the 'sign post'.
 9) At this new Lat/Long find the microcache. (stage4)

As a hint or double check, the bearing from sign post to cache is DGF° true or DII° magnetic.

N.B. This is on Public Property - There is no need to dismantle anything public or private to find this cache. Just be observant.
Also - this is not algegra - if X=2, Y=3, and Z=4 then XY equals 23 not 2 times 3 and XYZ = 234.
