You do have a 20 Minute parking limitation for this cache.
This is a nice observation deck overlooking the river and ocean.
This is a very sensitive area, there is no need to leave the observation deck to find the number. Enjoy this unique area and be sure to enjoy the view of the river and the ocean.
From the observation deck you need to look for a two-digit number. (Mrs. Doug 26 says you will know it when you see it). Additional hint: info sign (use to the 2-digit day that story was in Portland Press Herald
Once you have the number:
43 29 (Multiply the two digit number by itself) Add 34
70 23 (Multiply two digit number times 11)
Now on to the cache.
