Virtual caches are intended to be used where the placement of a physical cache is forbidden (i.e. US National Parks), or something SO UNIQUE, SO COMPELLING, SO EXTRAORDINARY that it would be the subject of a photographic journal or coffee table book. Likely candidates for virtual caches would be the CN Tower, Niagara Falls and the Peace Tower in Ottawa.
Normally, you can use your virtual cache clue as one stage of a multi cache leading to a traditional cache. The cachers MUST visit your object to collect clues which they then use in an offset calculation to find the traditional cache. The traditional cache can be a mile or so away if you want. How about somewhere down Golf Course Road S., for example.
If you wish to make these changes your cache would likely be approved right away.

This location is a very public area used by school aged children, due to that fact in my opinion it would not be a good idea to place a physical cache at this location. The children would most likley empty the contents and not understand the game. That is specifically why it was submitted as a virtual cache.
