This cache is in a park overlooking the highway. The cache is on the PARK side of the fence. No need to ever be on the HIGHWAY side of the fence.
A unique cache with a twist. Not on the ground, not in a tree. You will definitely need to know the route number of the highway you are near to solve the puzzle at the cache site. Be very discreet and avoid this area when a baseball game is in progress. Please come back if the area is highly populated - a good possibility on warm evenings.
