When a cache falls into disrepair or has gone missing its the cache owners responsibility to repair or replace the cache. That's all part of cache maintenance and covered in the Cache Listing Requirements/Guidelines. http://www.geocaching.com/about/guidelines.aspx Converting it to a virtual is not an option.
This cache has been converted to a virtual and therefore is no longer the cache that was reviewed and published so I'm archiving it.
Of course if the cache owner wishes to replace the cache with a physical cache it may be unarchived. Unfortunately for a cache to be unarchived it must pass the review process under the current guidelines the same as a new cache.
