Go ahead an park near the building and start your cache search with a walk across the bridge if you'd like. Cross the road carefully, watch for trucks, and take a little stroll along the river. Security is pretty prevalent in the area, they are very safety conscious - and they are usually watching folks... so mosey along..., but don't be TOO suspicious looking. Now that you are strolling along the river, you're going to want to change course and begin to follow your GPS until you arrive at where your coordinates lead.
You are looking for a 5 x 7 x 4 plastic container. The cache is designed for Travel Bug exchanges - however, feel free to swap regular cache items as space allows. It is currently stocked with both. Have fun and be safe.
