This used to be the location of the Codgers' main grocery store. Now it's the local low use stores. If you're bored you can rent a movie or copy something. There's even one of those bulk stores with brand names you've never really heard of, but are similar to ones you buy every day. It's almost like you're in some kind of alternate universe. The Codgers used to be here frequently, but now come by here very rarely on foot.
Have you done the first two BITs? If so, you should have this down. If not, well, this is a simple one for most.
