This is an 'offset' cache. You will not need to travel more that 100 feet from coordinates to the cache.
Steps
1) Start at the above coordinates.
2) Count the number of letters on the sign.
(N = Number of letters.)
3) Go to the other side of the sign.
4) Walk South-East 'N' Meters.
(Meters are a little bigger than Yards)
5) You should cross 'water'.
(Is this a clue or a diversion?)
6) Find the cache container.
No one will be at this park but you will feel so obvious. Hopefully you will not draw too much attention to yourself. As with all the Kennewick City Park caches, you will not have to leave the park to find the cache. If you cross a fence or get on a road then you know you are doing something wrong.
This is not a juniper bush cache but a Sluggo-Stick ™ would definitely make finding this one a bit easier. Sluggo-Sticks are also known by the generic terms Pokey-Sticks and Walking-Sticks.
