The seeker should start near the eastern end of the Pony Pasture unit of the James River Park system - you are looking for the area around the pipeline bridge. The Pony Pasture is a high-use part of the Park, but this end is much less densely populated than the area near the rapids. You can enter from any of several access points off dead-end streets near Longview Drive - the hike is significantly shortened if you pick the right one.
This cache is a little tougher than the usual Team Toad hide, but still not too bad if you're observant. The container is a lightly camouflaged Altoids tin, in plain view if you're at the right angle. Like the World War II explosive limpet mine, this harmless limpet is magnetically attached to its objective - in this case, the bridge. Watch your step!
As with other Park units, this area tends to flood during high water conditions, so be wary of water hazards, mud, etc. The cache may not be accessable if the river is at flood stage. Also, be aware that the heavy leaf cover makes close accuracy improbable, so look around a bit.

This is a MICRO cache so the initial contents are pretty sparse - the log & a small pencil, a Team Toad Talisman, a 'Diozzy Geocoin #2' geocoin (treat it like a TB), an FTF Button from Honeychile for the First To Find, and several smaller geocacheing buttons. Have fun!
