Citadel Rock can be found about a mile away from the "Big Hill" Cross Country Skiing/Snowmobiling turn off. Fourwheeler paths take you most of the way to the rock. The rock is very crumbly so be careful when around it's location. The West side I believe is the worst. There are not too many easy places to climb up either. East side under the ivying Poison Ivy is the easiest to get up to the top if necessary.
From the top of Citadel Rock, directly North is Crow Peak, if you look North East Orman Dam is visible. Take some binoculars and a camera with you to remember the views from here. Citadel Rock was a popular hangout for Geek Patrol and his childhood friends in his early days. Also, notice the quietness of the hills here as well. Please try not to damage too much of the wilderness around this area, I think the 4wheeler highway going around here is doing good enough. A camera will be placed in the cache at a later date for visitor's pictures.
