SerenityNow has a cache just like this one. It's their fault you're going to be walking in circles.
This cache is in a nice little park off 38th street. You don't have to take anything apart, pull anything down, or dig anything up. The container is out of sight, but easily removed without tools. If you dont't find it try these coordinates: N 42° 06.580 W 080° 02.282 I got them with a 60CX
If you feel you are wandering aimlessly around you are doing it right. Now..... concentrate on the clue!
