As much as I try to keep older geocaches alive as a reviewer, this doesn't rise to one of those situations.

The cache owner isn't active any longer and has relayed they have no desire to maintain or transfer the geocache.
There are over 400 older active geocaches in Virginia
The geocache was allowed to be disabled before any attempt by the community was made to try to maintain it
It's not in the same location
It's not the same size.

The replacement that's of a different size and location can submitted for publication as a new geocache.

Geocache Description:

This cache is located in an out of the way neighborhood park. There is a childs play area, Tennis court and Baseball Field. Bring bug spray!

Cache is a large plastic peanut butter jar packed with goodies! Bugs can and will be a factor in your ability to search. Ground may be wet if after a recent rain. Area between parking lot and cache site is basically open, easy walking, strollers and wheelchairs may be difficult. Do not wear your good shoes out here! Cache is completely hidden, practically part of the landscape but the fact that you know what you are looking for should not make this too difficult. Please replace exactly as to avoid discovery by muggles. There is evidence of younger muggles in the area.
