In the woods near a NASA balloon facility. Because of the woods, the coordinates will jump around; hence the 2 difficulty.
The cache is a cammo-ed metal can. I suggest parking off the road near 31 46.933N 095 42.926W which should be just north of a barbed wire fence. A break in the trees will indicate a trail into the woods. Watch out for the usual East Texas denizins: bugs, spiders, snakes and poison ivy. Cache initially contains a small stuffed animal, hacky-sack, first aide kit, dinosaurs, two travel bugs, and a couple of balls.The cache is near the National Scientific Balloon Facility, a NASA facility. If you are there during a week day, they offer tours, and if you are lucky, you can see one of the balloon launches. Inquire at the visitors' center at the gate.
