Most puzzle caches these days end up being a combination of deciphering the code and applying basic knowledge of the area and which coordinates make sense.
This cache will rely on just the latter.
Here are the numbers in the coordinates to the cache.

Your job is to put them in the proper order.

There are no zeros in the north coordinate.
Neither coordinate ends in a 0 or a 3.
Only one 3 in the west coordinate.
It is in Tarrant county, but not in the loop.
I don't know how many combinations are possible. That is your job to figure out.
