Geocache Description:

This cache is available 24/7 on foot. Some clues are only available 6-5 daily. Please use discretion; the cache is located in a very visible and high-traffic location, especially during business hours/days. It is possible to complete the cache outside these hours, but may require research/guesswork to gather the necessary clues. In keeping with our police theme, please keep the contents of the cache law enforcement related and the logs in the style of a police dispatch/narrative/report/whatever.

Please, do not bug the hardworking employees you may encounter, all the information you need can be accessed without their help (and in most cases, they will not be any help).

----------------- premise ----------------------
Ah it's a lovely spring day in the suburbs. You pull your squad car into a spot reserved specifically for you and your coworkers. You note that the GPS receiver built into your car says that you are located at N45 29.254 W122 47.716 and call out 10-7 over the radio.

When you get back from getting a drink and snack you notice a note placed underneath your windshield wiper. At first you think that it was some smart-aleck solicitor, but you quickly realized that this was hurriedly written on the back of a napkin. It reads:

----------------- note on window ----------------------
Officer,
There is a suspicious object located nearby... I should know, I planted it... It would be smart of you to find it... Here's how:

The longitude is the same as where you are now, except the last three numbers are different... Fill in the following blanks:

W122 47.___ ___ ___

The first blank is the number of yellow stripes in the do-not-park area directly next to your patrol car, the second blank is the last number of this buildings address, and the final blank is the last digit in the hours of operation for this establishment.

The latitude is the same as where you are now, except that the last three numbers are different. Count the number of words in the sign relating to ORS 166.370 that are (a) non-compound and (b)have exactly the same number of syllables as the floor your police chief is located on. Take this number and multiply it by 68/3. Use the result (which will be a whole number) to fill in the blanks below:

N45 29.___ ___ ___

Signed, Bwhahahahah
----------------- end of the note ----------------------

You think, “geez, this could be a 10-89... or it could be some jerk playing a practical joke... or it could be a geocache... I have a 2/3 chance of finding something interesting, what the heck.” But first you need permission, so you head back to the coordinates where you started your shift (N45 29.141 W122 47.829) to speak with the chief of police. She naturally gives you permission because you are the best officer in the entire department.
