The message has been encoded with a simple algorithm that uses a logical operator. It is so simple that you can decode it with a pen, paper and a scientific calculator (the windows calculator in scientific mode for example).

Inspired by a coding technique used in a piece of malicious code that I learn of while attending a computer security class at SANS.
