Yes the rest stop is closed but the cache is accessible on foot. Short walk from an area where you can park. Well hidden. Could be a muggle problem bbecause a lot of people walk their dogs here and snoop around according to the caretaker, Chip. Chip waters the trees and guards against further vandalism. He said it would be just fine to leave the cache. If you see him say, "Hello."
Cache is a small container down the hill a tad clipped to a bush.
