You've Got Mail Mystery Cache

Prior to uniform postage rates - postage was based on the number of sheets in a letter and the distance it traveled.

The Act of March 3, 1863 based postage for a letter on its weight and eliminated all differences based on distance, thus providing universal service to customers no matter where they lived in the country.

This Act also created different classes of mail.

The number of classes of mail created is the same number that is posted on the cache location.

The clues to open the cache are in combination order.
