A small cache in a smallish cemetery.
Container will hold smaller items. They don't regularly plow in the winter, but the cache is easily reachable if you need to park out on the road. Starting with items which show rememberance, honor, etc. Let's see where it goes from there. Oh, and the answer to the question is according to the Post Office yes (close enough for government work...) but a cartographer would disagree.
