Summit of Mt Pluto.
Access via ski lift during ski season. Access the rest of the year via mountain bike, hiking or snowshoes. Terrain rated for an intermediate skier, terrain rating for the latter group would be point or two higher.
Actual cache location very poor reception but you should be able to use the clue to find it easily. Look out and above for falling icicles while you are searching!
Although you may hear footsteps, you should be well out of view of any muggles.
