Geocache Description:

Even wondered what this phrase means?? It makes much more sense when paired with its missing second half "at high tide".

Clam digging has to be done at low tide, when you stand a chance of finding them and digging them up. At high water, clams are comfortably covered in water, safely hidden and free of the risk that someone will rip them untimely from their sandy little homes.
