The cache is NOT at the listed coordinates, however you could throw your GPS and hit it (it's just not a great idea).
Once you arrive at the location, park and exit your cachemobile and walk to the historical marker sign. After reading the information, stand at the Population Center marker and walk 13 paces (a military pace is a measurement for two normal steps) to your 10 o'clock. Your first guess is likely correct.
The cache is a small waterproof container, that could possibly hold a few tiny trade items, but I'm categorizing the cache as a micro. Don't forget your pen!
