Although you can see Highway 400 from the cache you can not get to the cache from there. i recommend getting off at either exit 10 or 11.
Once you find the cache location you will see why I named it Asphalt Circles. You should be able to find this cache in less than 5 minutes. Some stealth may be required the geocache is in a commercial/residential area.
