That's the automated onboard announcement you hear on the Stanford Marguerite shuttle buses as they leave the Palo Alto Transit Center. This cache is placed in honor of Stanford's free public shuttle system.
Okay, the shuttle system is free and helps keep cars off the road but what else is special about it? Well, that incessantly cheery "Welcome Aboard" message? It is triggered by GPS technology. The Stanford Marguerite shuttle buses are GPS enabled and the onboard announcements, such as "Next stop, Medical Center", are activated by bus location. In addition, the Stanford University Parking and Transportation Services division has online tools which enable users to see where the buses are now as well as find out when the next buses will be at a specific stop. Depending on which direction you are traveling, you might also hear "Next stop - Palo Alto Transit Center and CalTrain Station" very near the cache location. Gotta love that announcement as it means I'm heading home. If you happen to see someone peering out at you from a Marguerite bus, it just may be one of the digitalfish.
There is no parking near the cache location (hey, take public transportation !). However, there is parking about a tenth of a mile away from the cache at the Hoover Pavilion at N37 26.501 W122 10.069. The parking coordinates are for several unrestricted parking spots.
