Most- but not all - of the outer banks of North Carolina is part of Dare County. Should you venture past Dare County, you may come across this ammo can in the bushes.
Minimal bushwacking is required, this is good because the dune ecosystem is very fragile. You won't need to venture far off the beaten path to find this one. The level of difficulty is mainly in finding a place to park and the need for stealth due to muggles.
FYI:
This cache would count for Page 27 on the North Carolina Delorme Challenge (GCTYE6), and for the North Carolina County Challenge (GC19YRC) the cache is on the Dare county side of the sign.
